The guy is wrong.

BS, of course it can be said about other regions.

The data on the chart at the above link comes from BP's Statisical Review of World Energy.

Maybe I should call or email the guy and tell him the truth, so he doesn't walk around giving misinformation is his interviews.

By the way, the CEO of Shell recently said that we're past the peak of world oil production. The Energy Bulletin's Peak oil primer says "The peak in oil production does not signify 'running out of oil', but it does mean the end of cheap oil." In this article,  Shell CEO: Costly oil here for foreseeable future - MarketWatch he stated ""I think what is dead is cheap oil," Voser said". Yep, the end of cheap oil means we're past the peak. 

I think know we're in for some very rough times ahead.
